Performing sacred Qurban of Adhiya forms part of Hajj Rituals at Macca, So Sharia Rules that: Its a Must for every person who attends Hajji Rituals at Makkat to slaughter an animals as the last sacred ritual that conclude his or her Hajj.
As for those who do not go to hajj, Sharia Rules that: its Wajib: whoever got means to get an animal permissible for slaughtering as Adhiya-Qurban, Its Wajib ( its a must to that believer) to offer Adhiya sacred sacrifice to Allah Subhanahu Wataala in commemoration with those performing Hajj in Makkah, they slaughter remembrance of our father Nabi Ibrahim aleih salaam when he intended to slaughter his own son Nabi Ismael aleih salaam and Allah Subhanahu Wataala sent to him a sheep from heaven whihc he slaughtered instead.
Sharia of Islam, warned if a person with means to slaughter intentionally do not slaughter Adhiya Qurban he is out of Ummat of Muhammad Rasulu-llah sallah aleih wasallama ( peace be upon him).
