Hajj and Umra is managed by the Government of Kingdom of Saudi Arabia where Masjidil Haraam is located at Makkah, the royal government of the Kingdom has ministry in charge of Hajj and Umra that gives permission to all countries by issuing Visas only for Hajj and Umra obtained from their embassies world wide.

In every country , there are administrative organizations who coordinate with embassies in applying for Hajj and Umra Visa. These organisations helps those who want to go for Hajj and Umra to prepare for their journey in those countries working together with travel agencies.

In South Africa, The Muslim Supreme Council of South Africa has a Department of Hajj and Umra responsible for preparing those who want to go for Hajj and Umra to be eligible to obtain Hajj and Umra Visas. Department of hajj and Umra Muslim Supreme Council of South Africa ( MUSCOOSA) coordinates with department of tourism, Royal Embassy of Kingdom of Saudi Arabia in Pretoria, Gauteng Province, Tours and Travel Agents, organisations for Hajj and Umra Travels.

The Ministry of Hajj and Umra allocate limited number of believers for Hajj Visas for every country due to big number of people who want to go annually,This limited number of Hajj visas allocated for every country is known as quarter.

Therefore in order to observe that quarter system in giving a chance every one an opportunity to go to Makkah for Hajj, there is an organisation that was formed known as South African Hajj and Umra Commission that register every one who wish to go to Hajj on their website. Those who are listed to go to Hajj are confirmed in advance for preparation.
